投融资平台在企业“走出去”中的相关问题研究——以大型国企金川集团为例

本文以"镍都"金昌市金川集团在香港设立平台公司实施境外投资的做法以及取得的成效为例,探讨境外投融资平台在企业"走出去"中的作用、启示以及存在的问题,提出加强和完善境外投融资平台管理的政策建议:完善境外投资事后监管的制度设计;出台专项规定,构建境外投融资平台公司监测体系;实现人民币跨境结算与外汇管理政策的协调管理;加强对融资类创新产品的监测分析,保障人民币跨境结算业务的持续健康发展。

The Role of Financing Platform in Helping Enterprises to Make Overseas Investment ——In the Case of Jinchuan Group Ltd., a Large SOE

Based on the practice and effect of Jinchuan Group Ltd which has established a platform company in Hongkong to make overseas investment,this paper discusses the role of financing platform in overseas investment and puts forward the policy suggestion on strengthening and improving the management of overseas financing platform.The policy design of post event regulation should be introduced.The monitoring system on overseas financing platform companies should be built up.The coordinated management between policies on RMB cross-border settlement and foreign exchange administration should be improved.The monitoring analysis on innovative financing products should be strengthened to safeguard the sustainable and healthy development of RMB cross-border settlement.
