基本养老保险合意替代率研究——基于杭州市的调查分析

基本养老保险合意替代率能够优化基本养老保险制度,有效配置基本养老保险资源,使所有参加者从中获益并达成合作博弈的均衡状态。宏观上,从总量、支出、效益,而微观上从公平与效率、成本与收益等多角度定性课确定基本养老保险合意替代率。这样即可基于杭州市调查分析,了解退休人员的实际收入与支出,并借助扩展线性支出系统模型,测算出基本养老保险合意替代率数量与结构。通过以上分析可以知道,发达地区在降低基本养老保险替代率水平的同时,应大力发展企业补充养老保险和个人储蓄性养老保险,提高养老保险的效率。

The Research on the reasonable Replacement Rate of Basic Endowment Insurance——Based on the Survey of Hangzhou

The reasonable replacement rate of Basic Pension Insurance can optimizes the systems of Basic Pension Insurance,effective collocate the resources of Basic Pension Insurance,and makes all participants getting benefit and forming a balanced state.We research the reasonable replacement rate of basic endowment insurance from the macroscopic such as total,spending,efficiency of basic endowment insurance,and from the microscopic,such as fairness and efficiency,costs and benefits,and so forth.And then based on the survey of Hangzhou,we make certain the retiree＇s actual income and expenditure,and introduction ELES model,and estimate the number and structure of the reasonable replacement rate of basic endowment insurance.Finally we draw some conclusion.
