贫困地区的定位与反贫困战略研究——以新疆地区为例

贫困现象在全球特别是发展中国家普遍存在,是世界所面临的人类生存问题。改革开放以来,特别是市场经济体制下,我国的经济发展取得了举世瞩目的成就,但是由于地理位置和资源问题,收入差距逐渐拉大。在中国经济持续快速增长的大背景下,各级政府主导型的农村扶贫开发战略也在大力促进贫困人口的脱贫进度。长期以来,政府对于农村反贫困工作的开展取得了举世瞩目的成就,各种政策和各种资金流向贫困地区,对边疆地区明确贫困的功能定位,并且根据实际情况制订和调整反贫困战略,对于构建和谐社会,实现民族地区的安定团结,缓解直至最终消除农村贫困、促进贫困地区的发展具有极为重要的战略意义。

Position of Poor Regions and the Research on Versa-Poverty Strategy in Xinjiang

The impoverished phenomenon is universal existence in the whole world,especially in developing country.It is human survival question all over the world.Since the economic reform and open in the market economy system,China has obtained the achievement which attracts worldwide attention,but for a result of the geographical position and the resources,the income gap enlarges gradually.Under the background of the Chinese economy fast,government departments at all levels established strategy of supporting and developing poor regions.The strategy promotes the impoverished rural people to escape from poverty quickly.For a long time,the government has obtained the achievement on versa-poverty work,and all kind of policy and fund flow to the poor regions.It is clear for the poor regions localized accurately.The government institute and adjust versa-poverty strategy according to the actual situation,and construction harmonious society,and realize multi-national area stability and unity,and eliminate finally the impoverished,it is the extremely important strategic sense to promote the poor regions development.
