| 摘 要： | 外商直接投资政策中国家利益至上的思想集中体现在经济发展战略、经济发展规划、产业政策、国际收支平衡等经济目标及非经济目标 (意识形态、外交、文化、环境等 )方面。外商直接投资政策的国家利益决定论思想将有利于我国经济目标的实现。

| Abstract: | In dealing with foreign direct investment,the idea of safeguarding th e national interest is expressed in many of the economic or non-economic conside rations such as economic development strategy and its planning,industry policy, and international balance of payment. The idea of subjecting the policy of FDI to the national security is in compliance with our goal of economic development. |
