| 摘 要： | 和谐社会的构建不可能建立在贫困的基础之上.中国的反贫困是全球消除贫困的成功"范例",但中国消除贫困的任务仍相当艰巨.尤其是反贫困政策中的"双轨制"模式既凸现了中国政府反贫困绩效的局限性,又成为和谐社会构建中所面临的最为重要的时代性课题.构建和谐社会必须重视城乡反贫困模式的并轨.
