| 摘 要： | 教育信息化程度是衡量一个国家综合国力的一项重要标志。教育信息化的三个基本要素——信息网络建设、网络信息资源和信息化技术的应用、信息化人才的培养是实现教育现代化的先决条件，教育信息化开拓了现代教育全新的教学和教育方式，提高了教与学的效果，有力推动了现代教育的发展。
