我国政府转型与经济增长的实证分析

以1978—2008年的统计数据为依据,从我国财政支出及其结构的角度出发,描述我国改革开放以来政府职能的转变。对许多学者所认为的投资对经济增长的拉动作用会逐渐减弱以及城乡收入差距拉大的解决方案是增加财政中的支农支出进行实证分析,得出与一般理论相违背的结论,在此基础上提出我国政府职能转变应从转变经济增长方式,实现社会公平、公正方面入手。

An Empirical Analysis of China's Government Transformation and Economic Growth

Based on the statistics from 1978 to 2008,from the view of China’s fiscal expenditure and its structure,this paper depicts the change of government functions since China’s reform and opening up.It also makes empirical analysis on the views taken by many scholars that the promoting effect of investment on economic growth will gradually weaken and the solution of urban-rural income gap is to increase the expenditure of financial support for agriculture.It reaches a conclusion against the general theory,then puts forward that transformation of government functions should start from changing economic growth mode and realizing social equity and justice.
