Human capital and regenerated resources needed by knowledge-based economy are made up of quality and quantity of knowledge. The generation, accumulation and renewing of knowledge rely on education directly,which is the main channel of forming human capital. Traditional and regular education in school brings abaut the primitive accumulation of human capital,while,the perfect lifelong education system brings about increasing,storing and reforming of human capital.
