| 摘 要： | “十一五”规划的建议,提出了建设社会主义新农村的要求,而我国农村公共产品供给还不适应这一要求。尤其是在供给机制方面存在着成本分摊机制的缺失、制度外筹资机制的缺失、决策机制的缺失、监督机制的缺失等问题,本文从融资机制、成本分摊机制、表达机制、决策机制、监督机制的创新五个方面提出了对策。

| Abstract: | It has suggested that to construct new socialist countryside in the 11th Five-year Plan.Meanwhile,Chinese rural public facility accommodation could not meet this need.It has greet lack in the accommodation system in the following institutions,such as cost sharing institution,collecting money not closely relating institution,decision-making system,supervising institution.The article states several countermeasures in the following six aspects,collecting money not closely relating institution,cost sharing institution,evaluation system,expression system,decision-making system,supervising institution. |
