数量质量并重管理的耕地保护政策研究

研究目的：研究中国耕地保护的现状，构建数量质量并重的耕地保护体系。研究方法：文献资料法和因果分析法。研究结果：（1）中国耕地保护的现状是耕地面积逐年减少、等级不高、分布细碎、后备资源少；（2）数量质量并重管理的耕地保护体系是严守耕地红线、提升耕地等级、稳定耕地布局、严格耕地占补。研究结论：农用地分等成果是耕地质量保护的有力技术支撑。

Cultivated Land Preservation Policies Reexamined: Paying Equal Attention to Quantitative and Qualitative Management

The purpose of this paper is to reexamine the current situation of China' s cultivated land preservation, and attempt to establish a system which paying equal attention to quantitative and qualitative management of cultivated land preservation. Methods employed include literature reviewing and causality analysis. The results indicated that: (1 )the current situation of China's cultivated land preservation has four characters, which are that the total amount keeps decreasing annually, the average grade is still low, the distribution is fragmented, and the marginal land resource is insufficient. (2)the proposed cultivated land preservation system that paying equal attention to quantitative and qualitative management in this paper includes four aspects, i.e., no abandoning of the so-called" 1.8 × 10~8 mu" red line of cultivated land preservation, improving the grade of cultivated land, no arbitrarily readjusting the zoning of land resource, especially the primary cultivated land, and strictly implementing the policy of balancing the occupation and reclamation of cultivated land. It is concluded that the result of agricultural land classification is an effective technical support for cultivated land quality protection.
