After decades of development, China telecom networks have made very splendid achievements. But upon entering 21st century, fixed telecom networks have started to face many new challenges, as the cash-flow of fixed networks, voice service is facing ever increasing telephone traffic diversion pressure in the fierce competition market environment; meanwhile restricted by some chronic illness in equipment of traditional PSTN, valueadded service is hard to expand application. Therefore, fixed network operators are anxious to explore ideas and find new business developing ideas and modes, and create prevailing business increase points.
