| 摘 要： | 1978年宪法、1982年宪法及其四次修正案肯定了改革开放的实践和成功经验.这30年宪法发展呈现出鲜明特征:它是在中国共产党不断更新宪法观念、自觉推动下大步向前的;它体现了改革开放以来政治、经济与社会生活等方面的重大变迁,并有力地保障和促进了改革开放;它以完善实体内容为目标,呈现出"重实体、轻程序"的特点.可以说改革开放是宪法发展的主要原因,并且宪法必将随着改革开放的深入而不断完善,从"改革宪法"走向"宪政宪法".
