目前,我国预算单位对部门预算管理重视不够,致使问题频发.对此,应转变观念,科学化预算编制.严格化预算程序,实行预算的刚性控制,建立完善的动态监控体系和有效完备的监督机制;同时应继续不断地深化部门预算改革,使其逐步走向健康的发展轨道.
