流域治理项目建设管理体制研究

阐述了流域治理项目的定义和主要特征,在分析其当前建设管理中所存在的问题的基础上,总结出流域治理项目建设管理体制建设的基本思路,并从优化现有建设管理组织机构、建立健全建设管理保障制度、拓宽项目建设资金筹措渠道、合理选择建设项目管理模式、构建项目管理信息化平台5个方面提出体制建设内容,最后给出了实施保障措施。旨在为流域治理项目建设提供决策支持和政策保障,继而推动流域的综合治理和统一管理。
