基干流程视角的钢铁行业存货质押风险管控分析

2012年上海铜贸行业频繁传出虚假仓单重复质押事件，存货质押业务火热的背后隐藏着巨大的风险管理漏洞。文章在文献研究供应链金融模式及风险管控办法基础上，结合调研情况，从风险管理流程角度分析认为目前银行对于存货质押业务的风险管理，主要在风险评估与准入及风险监管两方面存在问题，并分析了产生此问题的原因，由此提出通过完善风险管理流程体系及创新业务开展模式两方面改善风险管理现状。

I The AnalySis of Risk Management Withinthe Inventory Financing Business in the steeling Industry .from the Perspective of Process

In 2012 it has been seen that enterprises were frequently engaged in inventory financing business by repeatly pledging false warehouse receipts in the steel trading industry in Shanghai. With the prevalence of inventory financing business, it was of_ ten to ignore the huge vulnerabilities in risk management that were hidden behind. Combination of field investigation, the paper, based on researching financing models and risk control of management process in banks, examines in detail the existing approach- es to manage risk in the inventory financing business. We conclude that risk assessment and access system as well as risk super- vision are two main problems, furthermore we analyse the eauses of these issues. Based on the analysis above, we propose that in order to improve the quality of risk management, the bank should develop the process system of risk management anti carry out innovative businesses.
