论“美丽中国”视角下的四川秦巴山区城乡建设

中共十八大报告提出建设美丽中国与生态文明战略和新型城镇化战略,四川秦巴山区面临着和经济发达地区相比落后的城乡建设现状,同时发挥着生态环境屏障的作用,因此有必要从"美丽中国"的视角下来考察四川秦巴山区的城乡建设。结合四川秦巴山区的自身特点和城乡建设现状,对四川秦巴山区城乡建设进行了SWOT分析。在此基础上,提出了四川秦巴山区的模式新选择,包括以下两个方面:建成以小城镇为核心的城镇体系和以农为本做强产业支撑,最后还对四川秦巴山区城乡建设提出了对策建议。

Discussion of Urban and Rural Construction at Qinba Mountain Areas in Sichuan Province in the Perspective of “Beautiful China”

Report of the Eighteenth National Congress of the CPC put forward the strategy of Beautiful China construction and ecological civilization ,and the new‐ type urbanization .The Qinba Mountain Areas in Sichuan province is facing the situation of backward urban and rural construction compared to the developed areas ,and playing a role of ecological environment barrier at the same time .As a result ,it is necessary to investigate the urban and rural construction in this area from the perspective of “Beautiful China” .Combining the characteristics of the Qinba Mountain Areas and the situation of the urban and rural construction ,this paper puts forward a SWOT analysis in the urban and rural construction .And it offers new options of Qinba Mountain Areas mode , including the following two aspects :first ,building an urban system with small towns as its core ;second ,making strong industrial support based on agriculture .The paper also gives countermeasures and suggestions to the urban and rural construction in Qinba Mountain Areas .
