征收和出让土地中政府干预对土地配置效率影响的定量研究

摘    要:研究目的:定量评价征收和出让土地中的政府干预对土地资源从农业用地转为城市建设用地的配置效率的影响。研究方法:建立包含征收、一级出让和二级转让的多市场均衡模型,并进行实证研究。研究结果:1999—2005年征收和出让土地中的政府干预造成江西省鹰潭市农地资源被城市建设用地过度占用达183.48 hm2,占总非农化面积的33.73%。研究结论:征收和出让土地中的政府干预造成农地过度非农化,致使农村和城市土地利用效率的降低。

Abstract:The purpose of this paper is to quantitatively assess the impacts of governmental intervention on the allocation efficiency of farmland that converted for urban construction land use within the processes of farmland acquisition and urban land conveyance. The paper firstly builds up a multi-markets equilibrium model including the farmland acquisition market, primary land conveyance market and secondary land conveyance market, and then uses the model for an empirical study in Yingtan City, in the Jiangxi Province of China. The results show that the governmental intervention caused an over conversion of the farmland in Yingtan City from 1999 to 2005. The over conversion was 183.48 hm2, which was 33.73% of the total. The paper concludes with the verified assumptions that the governmental intervention causes an over conversion and leads to the inefficiency of land use both in rural and urban sectors.
