| 摘 要： | 摘要：通过分析制度环境导致独立性缺损、温室培养难以形成公信力、经济利益的粘连度诱发职业道德风险等，揭示中国信用评级机构取得国际话语权的现实阻碍。提出解决问题的思路：改善制度环境条件，强化独立性的职业本位，提高职业道德修养，从而有可能锁定道德风险，逐步培养公信力，构建信用评级机构健康发展的有效机制。

| Abstract: | By analyzing the institutional environment leading to the lack of independence, greenhouse cultivation being difficult to form credibility, and the economic benefit adhesions inducing professional ethics risk, the paper reveals the practical obstacles for credit rating agencies of China to obtain international discourse power. The solu- tions to those problems are： improving institutional environment conditions, strengthening the independence of pro- fessional standard, improving professional ethics, so as to make it possible to lock the moral hazard and gradually develop credibility, and build an effective mechanism of the healthy development of credit rating agencies. |
