出口消费品质量评价体系及其实证研究——以2012年度广东为例

商品质量评价体系研究为跨学科的新领域。利用专家咨询法，本文构建了包括满足标准、产品合格、顾客满意及社会责任4项一级指标25项三级指标的微观质量评价体系，以及包括行业的结构水平、质量水平、市场竞争力、社会贡献力4项一级指标20项三级指标的中观质量评价体系，之后取得宏观质量评价指数。进一步遴选有代表性的12个出口行业，利用3600家出口企业的抽样调查数据，得到2012年度广东出口消费品微观质量指数均值为0．771，宏观质量指数为0．730，总体上符合“微观质量满足标准，宏观质量有所提升”的一般判断。本文认为，基于安全为质量的底线，市场经济条件下，微观质量应由市场甄别，政府监管的指向在于宏观质量安全。

On the Quality Evaluation System and Empirical Studies of Exported Consumer Goods Taking Guangdong in 2012 As An Example

This paper consists of 4 first - level indexesand 25 three - level indexes of the micro quality evaluation system including design standard, product quality, customer satisfactionand social responsibility, and 4 first - level indexes and 20 three - level indexes of the medium quality evaluation system including the structure level, the industry quality level, market competitiveness, social contribution, and then obtaining the macro quality evaluation index. With further selection of 12 export industry representatives and sampling survey data of 3600 export enterprises, results turn out that the annual exports of Guangdong consumer goods＇s micro quality index mean value is 0. 771 in 2012 and the macro quality index is 0. 730, This paper proposes that under the condition of market economy and stated quality safety, micro quality should be selected by market, and the government supervision should point to the macro quality safety.
