农业绿色发展指标设计及水平测度

为探究我国及各省份农业绿色发展趋势及现状,科学分析各地区农业绿色发展的优势与困境,基于2008—2018年各省份数据构建了以资源环境绿色、农业经济发展、农业科技发展、农业产出绿色化四位一体的农业绿色发展指标体系,并构建计量模型对各省份农业绿色发展水平进行初步评估。结果表明,自2008年以来农业绿色发展水平稳中向好,全国总体水平逐年提高;农业经济、农业科技发展势头迅猛,农业产出绿色化总体水平较低,农业生态资源环境问题依旧严重;各省份农业绿色发展水平差异较大,但个别省份表现突出,区位差异并不能完全影响农业绿色化水平。建议各级政府健全农业资源监测网络体系与农业资源大环境数据中心,总结各地在生态资源保护治理方面的经验,因地制宜,推进农业绿色化进程。

Index Design and Level Measurement of Agricultural Green Development

In order to explore the trend and current situation of agricultural green development in all the provinces of our country,the paper scientifically analyzes the advantages and difficulties of agricultural green development in various regions.Based on the provincial data from 2008 to 2018,this paper constructs a four-in-one agricultural green development indicator system with green resources and environment,agricultural economic development,agricultural science and technology development,and green agricultural output,and constructs an econometric model to assess the level of agricultural green development in the region for preliminary assessment.The results show that since 2008,the level of green agricultural development has been steadily improving,and the overall level of the country has been increasing year by year;the momentum of the development of agricultural economy and agricultural science and technology is rapid,the overall level of green agricultural output is low,and the agricultural ecological resource and environmental problems are still serious;The level of green development in agriculture is quite different,but individual regions have outstanding performance,and location differences cannot completely affect the level of green agriculture.It is recommended that governments at all levels improve the agricultural resources monitoring network system and the agricultural resources large-scale environmental data center,sum up the experience of various localities in the protection and management of ecological resources,and promote the process of green agriculture according to local conditions.
