Abstract:The Office of Program Planning and Evaluation is a small policy-oriented office, with one year's experience in analysis of Office of Education programs. During the past year we: (1) examined the relevance of discounting future incomes to evaluating programs in education and found the method wanting, (2) did some theoretical analysis of the level of effort needed to affect learning rates of the disadvantaged population, (3) analyzed the effect of vocational programs, and (4) analyzed the demand for student financial aid in post-secondary education.
