浅析我国资信评级业的发展

2007年美国次债危机引发了世界各国金融监管机构加强了对评级机构和评级业务的监管。目前，我国资信评级业一方面存在立法不完整、监管不明确、恶性竞争现象突出、评级的专业性和权威性不够等问题；另一方面，面临资本市场的快速发展、中小企业担保体系的建设需求、双评级制度的实施、行业内资产重组、政府的大力扶持等发展机遇。因此，应借鉴发达国家的先进经验，结合自身实际情况，从立法方面、政府监管、行业自律、评级机构、国际合作等方面着手，促进我国资信评级业的大力发展。

A Humble Opinion on the Development of the Credit Rating Industry in China

In 2007, the U. S. subprime mortgage crisis triggered the financial regulators＇ strengthening regulation of the rating agencies and the rating business throughout the world. At present, On the one hand, there are such problems for China＇ s credit rating industry as an incomplete legislation, uncertain regulation, outstanding phenomenon of cut- throat competition, insufficient professional operation and lack of authorization for rating; On the other hand, there are such development opportunities as rapid development of the capital market, demand for the SME guarantee system construction, implementation of dual rating system, asset restructuring within the industry, government support, etc. Therefore, it＇ s necessary to learn from the advanced experience of developed countries, combine with the actual situations in China, and take actions to promote the development of credit rating industry in China by commencing from legislation, government regulation, industry self - regulation, rating agencies, international cooperation and so on.
