| 摘 要： | 针对区域综合性规划实施过程中遇到的各种矛盾,诸如长远目标与当前需要、延续性与变动性、强制执行与多重领导等,本文提出规划实施后向一体化措施,静、动态协调机制以及评估过程中的群体和个体激励方法等解决方案.

| Abstract: | This paper aimed at the solutions of the dif- ficulties met in the implementation of Region General Plan- ning,such as the long-term objectives and current needs, continuation and mobility,forced implementation and multi- leadership.Upon these,the author gave out some approa- ches,for example,the backward vertical integration meas- ures,still-dynamic co-ordination mechanism and group and individual incentives in the process of evaluation. |
