摘    要:应急机制是应急管理体系的核心内容之一。大面积停电的应急监控与启动机制是启动应急方案之前的基础性机制,探讨其设计形式和内容具有重要意义。介绍了应急机制的含义,在此基础上讨论了在应急监控与启动机制设计中需要注意的预警及其分级、风险源辨识和事件评价指标等问题,以期完善应急方案,提高应急管理水平。

Abstract:Emergency mechanism is one of the key contents in emergency management system. Emergency monitoring and starting up mechanism for large-scale blackout is a basic mechanism before switching on the emergency plan. It is therefore of significance to discuss its designs and contents. The paper introduces the concept of this mechanism, and discusses several factors that needs to be considered in the design of the monitoring and starting up mechanism, such as pre-warning and gradation, hazard identification and evaluation index etc, which are regarded as the basis for perfecting emergency mechanism and improving emergency management.
