CEPA协议下征收补偿标准的构建

CEPA作为我国加强与香港的经济合作，实现共同繁荣的重要制度，正在顺利实施之中。但是由于处在发展的初级阶段，暴露出许多的缺陷，特别是在贸易投资便利化方面，还没有建立比较完善的投资保护机制，长此以往必将影响内地与香港经济的进一步合作。从阐述CEPA协议中有关征收补偿标准的缺失入手，比较了国际上现有区域投资保护制度中的征收补偿标准，对如何构建适合CEPA发展的征收补偿标准提出了相关建议。
