| 摘 要： | 加入WTO后我国的科技发展也将受到WTO一揽子多边协议的约束和限制，不仅要求我国的科技发展战略发生根本性的转变，也对我国的科技投入模式提出了更高要求。因此，科技投入的基本方向应是以基础性、公益性和共性技术为主，着力营造良好环境，引导企业成为创新主体。
