| 摘 要： | 对政府在北仑核心商务区开发建设前期工作中遇到的几种关系进行分析，探讨在核心商务区开发前期工作中，政府对土地获得与出让的关系、规划与招商的关系、开发建设与经营运作的关系、政府与开发商的关系及近期开发与远期开发的关系等诸多关系的理解。正确处理好这些关系对顺利推进核心商务区开发的前期调研、施工建设和建成后的繁荣运作有着重要意义。

| Abstract: | Several relations encountered in preliminary work of Beilun CBD development for government were analyzed, including the relationships between land use and transfer by government, the relationship between planning and investment, the relationship between construction and operation, the relationship between government and developers, and the relationship between short-term and long-term development, which has significance to promote CBD development in investigation, construction and operation. |
