国外乡村建设的路径分析及启示

很多发达的资本主义国家和地区也曾有过乡村建设的历史。立足国情,它们各自采取了不同的反哺切入点、发展路径和战略模式。其中,政府的巨大推动作用、民众的广泛参与、体制的保障与革新以及中介组织的培育等在各国的乡村建设中都发挥了关键性作用。借鉴国外乡村建设经验,提出当前我国的新农村建设应赋予农村领导机构以明确主权、开展以县域单元为核心的乡村系统研究、最大化地发挥农民主体性作用。

Path analysis and enlightenment of overseas countryside construction

Rural construction had been studied in many developed Weston countries,based on their own situations,they took different incision of reverse-feeding,developing path and strategic model.The great driving strength from the government,the overall participation of the public,the insurance from the policy and the cultivation of intermediate organization all played a sticking point in the rural construction.In this study the experience of rural construction aboard were used for reference,the key points of our new rural construction are put forward: the country side leader should endow with clarified dominion,the rural system research should be developed,the roll of the farmers as the principal part should be maximized
