| 摘 要： | 本文探讨了公益林补偿的理论依据、公益林的价值构成与实现公益林可行的补偿模式和机制。指出，目前阻碍我国公益林补偿机制运行的主要原因是各种补偿方案和政策的制订主要是以效益补偿为基础而脱离了我国目前的实际，可行的补偿机制应是以价值补偿采取代效益补偿。

| Abstract: | In the present paper, the theoretical basis for value compensation, value compensation and realization, practical compensation patterns and mechanism of non - industrial ecological forests are discussed in detall. it is noted that the chief obstacle to the value compensation mechanisxn for nonindustrial ecological forests is that most value -' compensating policies werc made based on the compensation for ecological benefits and thus strayed from the present cc0nomic state of China. It is proposed that the practical compensation mechanisshould be compensation for value instesd of compensation for ecological benefits. |
