经济发展不平衡是人力资源流动的直接动因,在内外因相互作用下,促使人力资源从落后国家和地区向发达国家和地区转移。但人力资源作为经济增长的主体力量,则加速了移入国家和地区的经济发展,又进一步加剧了经济发展的不平衡。所以,正确认识人力资源流动与经济发展不平衡的关系,从而实施科学的人力资源战略,推动经济发展,具有重要的现实意义。

Human resources flowing and economy development unbalance

Imbalance in economic development is a direct cause of flow of human resources.The internal and external factors can make human resources flow from developed countries to developing countries and regions.Human resources,as a major force in economic growth,will accelerate the development of the countries and regions which they move in;meanwhile,they will increase the imbalance in economic development between developed and developing counties.Therefore,in order to implement scientific human resource strategy to facilitate economic development,we should recognize the relation between flow of human resources and imbalance in economic development.
