退耕还林工程相关政策问题研究

通过对四川、江西、河北、陕西四省十县的调查,得到如下结论:退耕还林工程资金到户率高;项目受益面越来越大;工程工作经费十分困难,粮食直补政策不会影响退耕还林工程的推进;农业税减免政策不会对工程新增负面影响。

Some Policy Issues on the Conversion of Cropland to Forest Program

The paper has done field survey in 10 counties in such 4 provinces as Sichuan, Jiangxi, Hebei and Shaanxi. Its results are as follows. The ratio of capital to households on the Conversion of Cropland to Forest Program is high. The benefitors of the Program is more and more. The expenses of the Program is in great diffulty. The policy of direct grain subsidy to the farmers cannot resist the Conversion of Cropland to Forest Program. And the reduction and exemption of agricultural tax cannot bring the negative effect to the Program.
