黑龙江省生态环境建设构想

结合黑龙江省生态环境建设现状，提出该省生态环境建设力争经过半个世纪的努力，基本实现自然资源的永续利用、生态的良性循环和经济社会的持续发展的主要任务；分近期、中期、远期目标，控制水土流失，建立起比较完善的生态环境预防监测和保护体系及符合可持续发展要求的生态环境系统；将全省划分为西部松嫩平原区、东部三江平原区、北部大小兴安岭山区、南部长白山区和中部丘陵漫岗等5个生态类型区域，提出相应的生态环境建设规划实施的政策和措施。

CONSTRUCTION OF ECOLOGICAL ENVIRONMENT IN HEILONGJIANG PROVNCE

This paper puts forward the main tasks and gools of ecological envinonment construction of Heilongjiang Province according to the current situation of ecological constriction of the province.Realization of sustainable use of natural resources ,better ecological circulation and sustainable development of economy and society in 50 years;Goals are classified as short term,middle term and long term.We will build precautionary a protection system and ecological environment systam in line with clemands of sustainable development to control the loss of water and soil.this paper classifies the ecological and envinonmental construction of the province into five areas.1.Songnen Plain in the west;2.Sanjinang Plain in the east;3.Daxinganling and Xiaoxinganling Mauntain areas in the north;4.Changbaishan Mountainous middle.this paper put forword policies and measures to implement the plan of ecological construction.
