工业扩张与农业劳动力转移的理论与政策分析

阿瑟·刘易斯劳动力转移模型表明,农业劳动力的转移只有在工业部门不断扩张的条件下才成为可能。没有工业持续快速的发展创造越来越多的就业岗位,农业劳动力就不可能减少。从我国的具体情况来看,1952年以来,我国工业部门并没有在工业化过程中承担起解决就业问题的重任,同时也影响了工业本身的发展。因此,实施促进工业扩张的政策是实现农业劳动力转移的重要途径。

The Theory and the Policy for Industrial Expansion and Agricultural Labor Transference

Arthur Luis' labor transference model shows that it's possible for agricultural labor transference only under the condition of the continuous expansion of industries. Without continually rapid development of industry which provides more and more jobs, agricultural labor will not decrease. Since 1952, our industries haven't solved the problem of employment during its industrialization thus its own development has been limited. Therefore it is important to realize the agricultural labor transference by encouraging the policy of the industrial expansion.
