论中日“民间外交”

中日民间交流,亦称中日"民间外交",是在20世纪50年代两国尚未复交,按照国际法仍处于战争状态的情况下而进行的一种非官方交往方式。中日民间外交通过中日双方友好团体和人士的共同努力,"以官促民",推动了中日关系的发展,打开了中日两国建交的大门,起到了官方外交不具备的重要作用。然而,随着日本小泉内阁上台,政治交往一度冷淡,"政冷经热"局面开始出现,作为对官方外交的补充,民间外交在推动中日关系的发展上也将起到不可估量的作用。本文主要从历史回顾、现状分析以及未来展望三个方面对中日"民间外交"进行思考。

On Sino-Japanese People to People Diplomacy

The so-called Sino-Japanese "people to people diplomacy" began in 1950s before the two countries resumed diplomatic relations,which,according to the International Law,is a non-official exchange undertaken in the state of war.Through the efforts of Sino-Japanese friendship groups and people,"the official support of "people to people diplomacy" promoted the development of Sino-Japanese relations and opened the gate to the establishment of diplomatic ties between China and Japan,which plays an important role that official diplomacy does not process.However,when Junichiro Koizumi’s cabinet came into power,the political communication has been led into a chill for a while.The situation of "political chill but economy heat" appeared.As the supplementary to the official diplomacy,people to people diplomacy has played an invaluable part in promoting the development of Sino-Japanese relations.In this paper,the author discusses this topic from the aspects of historical review,present situation analysis and future expectations.
