管理绩效评价是一个新的评价领域.管理系统是一个多指标系统,其评价过程具有人的主观性、方法的多样性、结果的不确定性;管理系统也是一个典型的灰色系统,运用灰色理论予以评价与决策是恰当的.由于评价方法各有优劣点,所以,将多种方法结合起来进行评价与决策,可以提高评价与决策的有效性与可靠性.通过利用层次评价法首先得到评价指标值矩阵,然后利用灰色变权聚类评价法予以综合评价.经过对各评价对象所属灰类的界定,准确地确定了评价对象所属的灰类级别.经实例分析及比较,该方法实用性强、计算简便、可信度高,能够用于评价与决策.

Grey Changeable Power-Weight Clustering Comprehensive Evaluation Based on Hierarchy Evaluation

Management efficiency evaluation is a new field. Management system is a multiple index system and a typical grey system, and it is proper to make assessment and decision with grey theory. Efficiency and reliability of assessment and decision can be raised by combining different methods. This paper obtains the evolution matrix after passing though the hierarchy evolution, uses the grey changeable power-weight clustering to do the comprehensive evaluation, and defines the grey grade of the evolution objective accurately. It has been testified that this way is practical, calculate simple and reliable.
