认知过程、政治系统与公共物品均衡的性质

从公共物品的角度解释政府的执政目标是一种新的尝试,即结合中国转型实践中的社会契约背景,以心智模型为基础,从政治系统的角度说明公共物品的政策涵义和公共物品对于政府义理性的影响。分析表明,认知过程决定了公共物品的边界和数量的均衡;公共物品的供给如果能扩展公民的自由能力,就可以化解改革过程中公平与效率的矛盾;服务型政府的职能应该与和谐社会的构建相一致,以此来促进人的自由发展,使经济发展的成果惠及广大的人民群众。

Cognitive Process, Political System and the Property of Equilibrium of Public Goods

This paper tries to explain the aim of government's action.On the perspective of political system,the authors describe the meaning of public good and the effect to political legitimacy by mental model on the background of social contract in the transition period in China.The cognitive process decides the equilibrium of borderline and quantity of public goods.If the providing of public good can develop the capability of freedom of citizens,it can resolve the contradiction between fairness and efficiency in the process of reform.The function of Service Government should be coordinate with the construction of harmonious society,it can boost the unrestricted development of human being and make the production of economic development benefit largest mount of people.
