生态家园富民工程发展中的问题及对策研究——以重庆市为例

根据重庆市已建生态家园农户和未建生态家园农户的抽样调查数据,本文分析了重庆市生态家园富民工程取得的绩效和工程实施过程中存在的主要问题。结果表明,重庆市生态家园富民工程在保护生态环境,加快农业结构调整,增加农民收入,提高农民生活质量等方面发挥了重要作用;但工程的实施也受到了人均土地规模过小、资金短缺、技术服务滞后等因素的制约,使得进一步提高工程所取得的绩效受到了很大限制。最后,本文针对研究的结论,提出了相应的对策措施。

Problems and Countermeasures of Eco-household Project in Chongqing

This paper analyses the performance and obstacles of the eco-household project(EHP) based on the sampling data in Chongqing city.The result shows that the EHP can protect environment,adjust agriculture structure,richen famers and improve the quality of famers' lives.However,the small scale of land,the shortage of the fund and incomplete technological service mainly restrict the implement of EHP.Basing on the analysis above,the paper brings forward the relevant countermeasures and policys suggestions.
