| 摘 要： | 振兴东北老工业基地，打破地方保护。建立统一、开放的市场。是促进经济发展的必然选择。但目前东北三省的市场环境仍然不够开放，起码与经济发展的要求相差甚远。为了防止在振兴老工业基地过程中地方保护主义作怪，东北地区上上下下都要树立更加开放的观念，从长远的目标出发。建立统一、开放的市场。

| Abstract: | In order to rejuvenate the Northeast Industrial base, we must break local protection and establish united and open market. It is our necessary choice. However, the market in northeast is not open enough. In order to prevent the negative function of local protection , we must establish opener conception to establish united and open market. |
