| 摘 要： | 党的十六届三中全会提出坚持科学发展观,以促进经济社会和人的全面发展.科学发展观作为对发展的最高认识,对财政理论和实践具有重大的指导意义.本文将从财政支出的角度,在分析财政支出结构特征的基础上,提出在科学发展观下优化财政支出结构的建议.

| Abstract: | The report of the third meeting of the 16th National Congress of Communist Party of China put forward to promote overall development of economy and society in persisting in scientific development outlook. Scientific development outlook is the deepest understanding on development and it puts influence significance on the fiscal theory and practice. Based on the analysis on features of the fiscal expenditure structure, according to the request of scientific development outlook, the article puts forward suggestion on optimizing fiscal expenditure structure. |
