| 摘 要： | 区域经济发展不平衡已成为我国经济发展的瓶颈,而作为协调经济发展重要手段的转移支付制度还很不完善,距离公共财政的要求尚有一定距离。学习和借鉴国外发达国家经验,调整财政资源在地区间的不均衡,协调区域经济发展,关系到国家的长治久安、民族团结和社会稳定。
