| 摘 要： | 高校要通过逐步实行党的代表大会常任制、建立健全党委会(常委会)民主集中制、加强领导干部的民主作风建设、完善校院两级民主决策制度等途径,实现决策的民主化,以充分调动广大师生员工工作的积极性、主动性和创造性。

| Abstract: | University should realize the democracy of policies to give full play to the positiveness,initiativeness and creativeness by means of implementing permanent representative assembly,establish and perfect democratic centralism,strengthen the building of democratic style and better the democratic system of making policies of both university and schools. |
