论转变经济发展方式的制度保障

转变经济发展方式是一项系统工程，必须提供相应的制度保障。一是要完善可持续发展的体制机制，坚持节约资源和保护环境的基本国策；二是要完善竞争制度，建立完整的竞争制度框架，建设充分竞争的国内市场和健康的竞争文化；三是要完善收入分配制度，逐步提高居民收入在国民收入中的比重，提高劳动报酬在初次分配中的比重，提高低收入者收入；四是要倡导健康文明的消费方式，努力培育健康文明的消费观，通过制度创新为健康文明的消费方式提供政策和制度支撑。

Changing the economic development approach is a systematic project and appropriate system guarantee must be provided.First,we must improve the institutional mechanism for sustainable development,adhere to the basic na-tional policy of resource conservation and environmental protection;Second,we should improve competition system,establish a complete system of competition framework,build the domestic market of full competition and healthy com-petition culture;Third,we should improve the income distribution system,and gradually increase the income of resid-ents in the proportion of national income,increase the proportion of labor compensation in initial distribution,improvethe income of low-income people;Fourth,we should advocate healthy and civilized forms of consumption,strive tofoster healthy and civilized concept of consumption,offer policy and system support for a healthy and civilized form of consumption through institutional innovation.
