我国公务用车改革模式与关键

本文就我国公务用车存在高成本低效率,购置维护缺乏监督,公车私用现象泛滥等问题,对公务用车改革模式展开分析,包括公务用车货币化改革,集中统一管理,加强管理监督,以及货币化与集中管理相结合等模式,最后在比较各种模式基础上,文章认为应以一种模式为主,兼顾采用其他模式来配合,提出从财政透明化为先决条件,政策公平化为基本条件,监督体制化为保障等三方面,推动公务用车改革。
