中国为什么能实现包容性发展

2020年中国已全面建成小康社会，消除了绝对贫困。在十四亿人口的大国取得这样的成绩是值得骄傲的，是人类包容性发展史上的重大事件。可以从道路、理论、制度、文化四个方面分析中国消除绝对贫困、初步实现包容性发展的原因。社会主义道路使中国的发展理念具有包容性增长的根本特征，也是中国能够实现包容性增长的原因；但理念要想在现实生活中实现，不仅需要付出艰辛的努力，而且必须有科学的理论作为指引。正是由于指导中国实践的理论不断地自我扬弃，中国70年的经济实践才能取得巨大的成功；也正是中国经济70年巨大的发展，才为实现包容性发展打下了坚实的经济基础。社会主义制度发挥了中国综合国力的潜质，使中国的包容性发展理念得以落实。除了宏观层面的因素，中国文化更加注重从微观层面激发扶贫者与帮扶者的内在动力，是中国包容性发展实现的个体层面原因。

Why Can China Achieve Inclusive Development

Since 2020, China has built a well-off society in an all-round way and has eliminated absolute poverty. For a country with a population of more than 1.4 billion, it is something to be proud of to have made such an achievement, and it is a major event in the history of human inclusive development. This paper attempts to analyze the reasons why China can eliminate absolute poverty and initially realize inclusive development from four aspects which are road, theory, system and culture. The socialist road has given China''s development philosophy the fundamental characteristics of inclusive growth, and it is also the reason why China can achieve inclusive growth. However, the concept is only an idea and to realize it in real life requires not only hard work, but also scientific theory for guidance. The theory is used as a guide for the ideal landing. It is the continuous self-substitution of theories that guided China''s economic practice with great achievements in the past 70 years; it is the tremendous development of the Chinese economy in the past 70 years that laid a a solid economic foundation for achieving inclusive development. The socialist system has given full play to the potential of China''s comprehensive national strength, enabling China''s inclusive development concept to be implemented. In addition to the three aspects, Chinese culture pays more attention to stimulating the internal motivation of the poor and the helpers from the micro level, which is the reason why China''s inclusive development at the individual level is realized.
