环渤海地区农业绿色发展水平评价与区域差异分析

摘    要:目的]科学评价农业绿色发展水平,测度环渤海地区农业绿色发展区域异质性,厘清农业绿色发展关键路径,对促进该地区农业高质量发展具有重要意义。方法]文章以环渤海地区4省2市1区为研究对象,构建农业绿色发展评价指标体系,采用熵权法测度农业绿色发展水平,综合运用耦合协调度模型和变异系数法解析该地区农业绿色发展空间异质性特征。结果](1)环渤海地区农业绿色发展水平整体呈现递增态势,其中产出效益变化显著;(2)对比2005和2019年,环渤海地区4省2市1区农业绿色发展路径具有典型区域差异性:2005年京晋和内蒙古资源节约表现显著,津冀辽鲁环境友好表现显著;而2019年京产出效益表现显著,津鲁辽冀环境友好表现显著,晋和内蒙古资源节约表现显著。(3) 2005—2019年环渤海地区4省2市1区农业绿色发展耦合协调度呈现上升趋势,但处于低度耦合协调阶段,耦合协调度变异系数呈现下降趋势,农业绿色发展区域差异性逐渐降低。结论]资源节约与环境友好层面是推进环渤海地区农业绿色发展的重点方向,制定差异化区域发展战略,加强区域间联系,发挥京津城市辐射效应,缩小区域之间差异,促进环渤海地区绿色农业的协调发展。

Abstract:It is of great significance to evaluate the level of agricultural green development scientifically, measure the regional heterogeneity of agricultural green development and clarify the key path of agricultural green development in Bohai Rim region, so as to promote the high-quality agricultural development in this region. The evaluation index system of agricultural green development was constructed in 4 provinces, 2 cities and 1 district in Bohai Rim region. The entropy weight method was used to measure the level of agricultural green development, and the coupling coordination degree model and variation coefficient method was comprehensively used to analyze the spatial heterogeneity of agricultural green development in this region. Conclusions are showed as follows. (1) The overall level of agricultural green development in Bohai Rim presented an increasing trend, and the output benefit changed significantly; (2) Compared with 2005 and 2019, the green agricultural development paths of 4 provinces, 2 cities and 1 district in Bohai Rim region had typical regional differences. In 2005, Beijing, Shanxi and Inner Mongolia showed significant resource conservation, while Tianjin, Shandong, Hebei and Liaoning showed significant environmental friendliness. In 2019, The Beijing region showed significant output benefits, Tianjin, Shandong, Liaoning and Hebei showed significant environmental friendliness, and Shanxi and Inner Mongolia showed significant resource conservation. (3) The coupling coordination degree of agricultural green development in 4 provinces, 2 cities and 1 district in Bohai Rim region showed an upward trend from 2005 to 2019, but was in a low coupling coordination stage. The variation coefficient of coupling coordination degree showed a downward trend, and the regional difference of agricultural green development gradually decreased. Therefore, resource conservation and environmental friendliness are the key directions to promote the green agricultural development in Bohai Rim region, formulate differentiated regional development strategy, strengthen the inter-regional connection, give full play to the radiation effect of Beijing and Tianjin, narrow the differences between regions, and promote the coordinated development of green agriculture in Bohai Rim region.
