新自由主义与拉美新左翼的崛起

拉美新左翼的崛起与新自由主义在拉美遭遇挫折密切相关,但并不必然是唯一的相关项。“拉美病”的产生是多种因素造成的,宪政民主制度的不稳定也是其病症加剧的重要原因。新自由主义以“华盛顿共识”为工具在拉美推广,虽然暂时处于劣势但仍然很有市场,不可低估其能量。新左翼在平民运动过程中崛起并走上了国家主义道路,其政策选择倾向于自由市场的价值底蕴,但新左翼总体上还没有制定明确的替代方案,加之政权力还没有巩固,未来走势有待进一步观察。拉美问题给我们很多启示,要重新思考政府和市场、市场和计划的关系,在政府与市场的关系中,政府的主导地位不能随意动摇。市场既不能保证公平,也不一定能提高效率。执政党只有廉洁行政,关注民生才能巩固执政地位。科学发展观的提出表明中国特色的发展模式是对治新自由主义的一剂良药,是发展中国家超越“华盛顿共识”走向成功的坦途。

Neo-liberalism and the Rise of Left Wing in Latin America

The rise of Neo-Left Wing in Latin America is closely connected with the decline of the Neo-liberalism, but the latter was not the only reason. Neo-liberalism, spreading in Latin America in the name of the American Consensus, is still playing its role. Neo-Left Wing rose in the populist movement and is going on a road of nationalism, but their future is unpredictable because they can neither provide a definite substitution for nor guarantee the stability of the power. China's scientific development indicates that its development pattern provides a good solution for Neo-liberalism; it is also a success model to success for developing countries in place for the American Consensus. We should reconsider the relations between the government and market as well as between the market and the plan. The market itself can neither guarantee justice nor high efficiency.
