U.S. industrial policy: inevitable and ineffective

Abstract:In the realm of political economy, much of the 1980s in the United States was spent debating the pros and cons of industrial policy. According to Kevin P. Phillips, the debate is now over. Regardless of who wins the 1992 presidential election, the United States will have some kind of industrial policy--but not the one it needs. In "U.S. Industrial Policy: Inevitable and Ineffective," Phillips details the economic and political forces that are propelling the U.S. toward industrial policy--and the forces that will keep the policy from being effective.
