农民实现小康必须以农业补贴理论作指导

美国、日本、法国农业发展的实践表明，农业的高度发展必须依靠财政对农业的巨额投入、对农村金融机构的利差补贴和减免税收等优惠政策。目前我国农村金融体制改革以农村金融市场理论作指导，已出现诸多问题。为认真贯彻执行中共中央确定的工业反哺农业和对“三农”坚持“多予、少取、放活”的正确方针，我国农业发展和农村金融体制改革，应借鉴美国、日本、法国财政金融部门扶持农业发展的成功经验，大大增加财政信贷对“三农”的投入。
