On Article IV of GATT1994-The Rule of Screen Quotas

Article IV of GATT1994 is the only rule directly referring to the treatment of cultural goods trade. After a long-term negotiation, members of the WTO made an agreement to support every member could take screen quotas measures as the only legal method to protect their own cultural industry based on the public acknowledgement of the particularity of cultural goods. The above agreement is the article IV of GATT1994 which violates the principle of general elimination of quantitative restrictions to some extent and forms an exception of the principle of national treatment under some particularly statutory conditions. However, Article IV of GATT1994 faces huge challenges from the nature of new media with the development of science and technology.
