| Abstract: | By discussing the role that human resources have played in the development of economic society and analyzing the present economic society in Eastern and Western regions, it is expounded that the basic causes for the differences in the economic society in Eastern and Western regions are made by the weak basis of human resources in Western regions, and then corresponding measures and suggestions are puts forward. |
